If that gets the eventual SCOTUS seal of approval, which is likely to happen based on recent rulings, what's to stop Alabama from indicting a travel agent from arranging a flight & hotel stay in California for a customer? What kind of stopgaps will the AL government put in place - restricted and monitored online activity, monitored health records and cell phone data codified into state law? This is treading dangerously close to state level tyranny.
