Chris, There's another reason why the government has never used the ATRC until now. The law makes it relatively easy to remove non-LPRs, sometimes even on the basis of classified info, and to remove LPRs on non-terrorism-related grounds if those grounds are available, all without invoking ATRC procedures. The *only* context in which it makes sense for the government to invoke the ATRC is if it wishes to remove an LPR on terrorism grounds, and the LPR isn't otherwise removable, and the government isn't willing to publicly disclose what's going on.
