What do you mean? Who is “they”? No one has violated the Supreme Court’s decision. Lawyers are able to argue, and lower courts are able to rule, but those decisions don’t go into effect until the Supreme Court has the chance to review the case.
I suspect Valerie is talking about the map issue in both of her comments...
