I see this as part of a greater effort to de-legitimize Biden's term in office. Trump (claims to) believe(s) he won the 2020 election and therefore he is establishing the processes under his rule, pretending there has not been an interregnum. Same deal with the autopen - he's claimed everything Biden signed by autopen is invalid. Trump is soothing that inner voice which struggles to acknowledge he's the thing he most fears - being a loser.
No doubt this has been pitched to him by Stephen Miller, as he seeks to purge "undesirables" from "sh*thole countries.
