well, now we know that this government would be free to ban those of African heritage from the military for being too lazy and uppity--just because stopping this would be "usurping the Executive Branch’s authority to determine who may serve in the Nation’s armed forces."
Why would any Court grant a stay that will allow an actor to wreak irreparable damage during litigation, in case that actor is ruled against? A more rational approach is to preserve the status quo until a resolution has been reached.
"Turning things on their head" could apply to virtually every executive order and presidential statement issued by Trump*, except for those that turn things inside out and on their head. Words have lost all meaning. And governing principles are demolished. Aside from being demeaning. reassignments destroy institutional memory.
