Aggressive and often unconstitutional immigration policies are testing the law and the courts. At the same time, the Trump administration is testing — and breaking — the government.
"The plan isn’t just to stack the civil service with those who support the far-right agenda; much of Project 2025 is dedicated to eviscerating departments and agencies, essentially gutting the federal government, and investing nearly unfettered power over the executive branch, including the Department of Justice and FBI, in the presidency."(1)
This is the Project 2025 plan: to undo and replace the "progressive program to make government competent implemented...initiated by the Pendleton Act of 188310 and institutionalized by the 1930s New Deal" that set and followed "principles and practices that were meant to ensure that expert merit rather than partisan favors or personal favoritism ruled within the federal bureaucracy."(2)
As Chapter 3 of Project 2025 concludes:
"That progressive system has broken down in our time, and the only real solution
is for the national government to do less: to decentralize and privatize as much as
possible and then ensure that the remaining bureaucracy is managed effectively
along the lines of the enduring principles set out in detail here."(3)
